Your Students' Union is working closely with the University and Coventry City Council to address concerns about council tax charges issued to students who were 1st years in the 23-24 academic year for the period that preceded their enrolment at the university as a student. As students are exempt from council tax under the law, we believe these charges are incorrect.
The council states that the exemption only applies from enrolment, but we argue that the exemption should cover students who have a leasehold interest or licence to occupy a property with the intention of using it as term-time accommodation during any vacation, including the summer. Students securing housing with the intent of living there for their studies, even before the start of term, should not therefore in our view be charged. This is a common exemption applied by other local authorities.
Students are understandably unhappy about receiving council tax bills before their course starts and feel this is unfair.
What to do if you've been affected
If you’ve received a council tax bill that you believe is incorrect, you can request a ‘Reconsideration’ from the council. This process could lead to a quick resolution. If the issue persists, you can appeal through the Valuation Tribunal for an independent review of the case. Our understanding is that issue specifically relates to bills being issued for the period of mid-August 2023 to early September 2023.
